Frank L. Wagner has more than 18 years experience handling all phases of the prosecution and defense of construction cases. A persuasive writer and skilled analyst of complex fact patterns, he advises clients in all phases of construction law, including contract negotiation and drafting; making claims, giving notices and filing liens; and enforcing or protecting the client’s rights in administrative proceedings, mediation, arbitration or litigation. He also handles complex probate litigation proceedings for MazurCarp’s Trust & Estates practice. Additionally, he draws on his previous experience as a computer programmer to help keep MazurCarp in the forefront of computer use in the practice of law.
Frank is the co-author of “ERISA Preemption of State Law Remedies: Impact on Union Trust Fund Actions to Recover Unpaid Benefit Contributions,” The Construction Lawyer, 1995, and the author of “Government Demand for Corrections of Accepted Work Containing Latent Defect May Be Appealed to Board of Contract Appeals,” Construction Contractor, 1991. He is a member of The Association of the Bar of the City of New York and the New York State and American (Forum Committee on the Construction Industry) Bar Associations. As do all members of MazurCarp, he holds an AV peer review rating with Martindale-Hubbell.
Frank holds a bachelor’s degree from the University of Illinois and a J.D. from Harvard Law School. He is admitted to practice in the New York state courts, the U.S. District Courts for the Southern and Eastern Districts of New York, and the U.S. Court of Appeals, Second Circuit.
